The edition 2012 of the International Millenium Festival will be taking place in April from 17th to the 28th in Brussels. The competition will be from the 17th to the 22nd and there will have review until 28th.

The festival has been created to promote documentaries and their makers; a genre that explores social, cultural, economic, humanitarian and environmental issues. It is dedicated to documentaries that reflect widely the objectives of the 8 Millennium Development Goals (MDG). It also contributes to the diversity of films on offer in cinemas, as the selected films are, for the most part, not screened in Belgium.

This is where we find the Festival’s objective: to serve as a platform for promoting filmmakers, documentaries and the MDGs, with the purpose of informing and, when possible, pushing for action.

Article 1.
Selection criteria

The selection criteria will primarily focus on the cinematic quality of the films; their perspective, diversity, commitment to their subject and authenticity of the filmmakers’ approach. The Festival is open to all filmmakers, irrespective of nationality. News reports and news magazines will not be taken into consideration.

Films entered for the competition must have been produced after 1st January 2009. There is no limit for films presented outside of the competition.

Awards

  • Objectif d’or – Best film
  • Objectif d’argent – Award of the Best Development Message (Delivered by UNDP)
  • Objectif de bronze – Award of the Best Message for Human Rights (Delivered by OHCHR)
  • Special Prize of the Jury – Award for the most original and innovative film
  • Audience Award

Article 3.
Technical considerations

Films must be submitted :

  • in their original language
  • with subtitles preferably in French or otherwise in English
  • with a transcript in French or English

There is no length limit to films.

Article 4.
How to enter a film

Closing entry dates: January 15th 2012

Directors or producers should enter their films online via the Festival’s website: http://www.festivalmillenium.org under “Subscription”, or alternatively by post to the Festival office:

A copy of the film on DVD, together with the transcript, needs to be sent to the same address for pre-selection viewing.

The following are required for each film entered:

  • Name, address, function.
  • The director’s filmography and biography.
  • A synopsis of the film.
  • The intention of the film.
  • A fact-sheet listing the projection medium’s technical specifications (image and sound).
  • A photo depicting the film.
  • A photo of the film-maker.
  • A press kit.

Documents and DVD copies are sent at the applicants’ own expense and risk. The organizers will not assume any liability. Entries and film selection copies must be sent to the Festival office no later than January the 22nd 2012.

Article 5
Organizational principles of the selection

The selection committee checks that entries fully comply with the festival’s philosophy. Furthermore, it may make viewing suggestions: for a film to take part in the competition or to be presented outside of the competition, or to be shown in the institutional film section.

Article 6
Films selected to take part in the competition or to be presented out of competition

Filmmakers and their producers will be informed by email of a film’s selection and whether it will be taking part in the competition or is to be presented out of the competition.

The selection of a film means that the producer or another authorized person undertakes to:

• Guarantee the delivery of the fact-sheets for the selected films by January the 22nd 2012 at the latest. The submission must be completed properly and clearly (as they will be used in compiling the catalogue) through our electronic form in from our website and accompanied by the required documentation.
• Give an undertaking that prize-winners will take part in the award ceremony.
• Mention in any media reports and in any promotional material the prize(s) awarded (s) at the 4th International Millenium Festival.
• Once the producer(s) have signed the Selection Sheet, a film cannot be withdrawn.
• No selected film may be available for hiring out.
• Warn the Millenium Festival if there was, is or will have a subscription of the film in another festival in Belgium.

Filmmakers or producers of selected films (both in and outside of the competition) must provide a copy of their film for screening in perfect condition no later than March the 20th 2012.

The Festival will only return copies of presented films in accordance with directions given to that effect. DVD’s submitted for the selection will not be returned.

For your information, the possible screening formats for Festival films are:
HDV, DVCAM, BETA Digital or BETA SP
• As an exception, 35mm could be accepted after an agreement with the organization of the Millenium Festival

The Festival shall bear the cost of insurance solely for the period between receiving copies and sending them back. In the case of loss or damage during this period, the Festival’s responsibility is confined to the replacement value of the film or video copy.

Directors and producers of the film must authorize the organizers of the Festival to go ahead with the free distribution of the film’s rights during the Festival. They must authorise, as part of a television or radio broadcast, excerpts of less than 3 minutes to be broadcast for promotional purposes.

Directors and producers must accept to entrust the selection copy (DVD) to the Millenium Festival’s archives. In return, the Festival undertakes to refrain from any commercial exploitation thereof.
Directors and producers must accept that their film – whether selected for competition or not – can be accessed in the public video library that will be available during the Festival.

Furthermore, any film entered for the Millenium Festival – whether selected for competition or not – will remain accessible outside the Festival period to a professional audience (directors, technicians, producers, distributors, programme directors of other Festivals, journalists, researchers, students, etc.) on VHS or DVD copyright-free, in the Festival’s permanent video library located in its offices.

To enable the continuity of the aims of the Millenium Festival which is to promote documentary films of quality, continuing education and public awareness of the Millennium Development Goals, the rights holders of the film allow the Millenium Festival to present the film in only 12 months after the end of the competition of the edition 2012 of the Millennium Festival for non-commercial screenings for school children and cultural centers in Belgium only.

Article 7
The jury

The jury will view the films preferably in public and conduct the judging during the Festival.

The jury will consist of professionals from the film and cultural scene and of well-known people from the area of Development.

The award ceremony will take place on Sunday April the 22nd 2011, attended by the directors of the winning films.

Directors and producers of the award-winning films must undertake to mention the award in any document promoting the film after the Festival.

Expenses associated with the inviting of directors of selected films are to be explicitly stated in reply to a mail (letter, e-mail …) sent by the Festival’s Directorate to each person concerned. In the case of a co-direction, the Festival will only bear the cost of one invitation.

Article 8

Participation in the International Millenium Festival implies the acceptance of these regulations. All cases not specifically foreseen shall be subject to a non-appealable decision of the Festival’s Executive Committee, taking into account the international rules of the FIAPF.
